When ordering a Certificate of Conformity, one of the first choices may be whether you want a digital PDF or an original paper document. The lower-cost or faster-looking option is not always the best choice: it depends on what the authority handling your vehicle registration will accept.
The difference has also become more important in 2026 as the European regulatory framework increasingly uses electronic vehicle-conformity data. However, a PDF delivered to a customer and an official electronic data exchange between authorities are not necessarily the same thing.
What is an original paper COC?
An original paper Certificate of Conformity is a manufacturer-issued document relating to a particular approved vehicle. Depending on the issuing arrangements, it may contain security features or an official duplicate designation.
A paper certificate is valuable because some authorities or administrative procedures still require original documents. If you are arranging registration in a country where originals are requested, obtaining a PDF alone could mean having to make another request later.
Remember that a paper duplicate can have a separate issuing process and physical shipping time. ‘Issued’ and ‘delivered to your address’ are two different milestones.
What is a digital PDF COC?
A PDF COC is a digital document supplied through the relevant service or issuer. It can be convenient to store, send and access, especially when the receiving authority accepts digital conformity evidence.
However, a photograph or scan of a paper COC is not automatically equivalent to a formally issued digital certificate. The authenticity of the document and the receiving authority’s verification requirements still matter.
Before purchasing a PDF, ask the registration office whether that particular form of digital document is accepted and whether a printout would be sufficient.
What changed in EU rules in July 2026?
EU Regulation 2018/858 establishes a framework for electronic Certificates of Conformity, including structured data made available by manufacturers to the relevant type-approval authorities. Important provisions apply from 5 July 2026.
This should not be interpreted as a blanket rule that every registration counter throughout Europe must accept every PDF submitted by an individual. The regulated exchange of structured electronic conformity data is not identical to emailing a scanned document to a local office.
National administrations can also have different practical document-submission workflows. The format accepted for one case may be different from the format requested in another.
Does France accept digital COC documents?
French official guidance recognises that a European manufacturer’s Certificate of Conformity may be supplied digitally for relevant registration procedures.
Nevertheless, you still need the appropriate technical conformity evidence for your particular vehicle. If the car is not covered by the applicable approval, or has characteristics requiring further assessment, another approval procedure may be necessary.
A digital format does not make an ineligible vehicle eligible.
What about Germany and Spain?
Some German registration offices explicitly require original documents for imported vehicles and list the COC or manufacturer’s data confirmation among the technical evidence they need. This makes it especially important to check whether a digital version meets the local office’s requirements.
In Spain, the DGT describes the COC as one way to provide European homologation information for the ITV process. A ficha reducida can also be a recognised alternative in relevant cases. Ask the ITV station about the exact technical documentation it accepts before ordering.
Which format should you choose?
Choose a digital certificate when the receiving authority has confirmed that it accepts the proposed digital format, and the document will be issued through an appropriate, verifiable channel.
Choose an original paper certificate when the authority requests an original, when an authorised party explicitly recommends paper for your specific procedure, or when you want to avoid uncertainty about a digital submission.
If you are unsure, contact the authority and describe the vehicle, its country of previous registration and the document format you intend to submit. That short enquiry can prevent a more expensive delay.
Check available formats before ordering
COC Market offers document options through its manufacturer catalogue. The format and any additional charges should be checked on the relevant product page. You can browse Certificates of Conformity online and review the service details before purchase.
Bottom line: the best format is the one your registration authority accepts. Convenience matters, but acceptance matters more.
