A used car does not become ineligible for a Certificate of Conformity just because it has changed owners. If the vehicle was manufactured under a suitable European approval, the manufacturer may be able to supply an official duplicate even years after the initial sale.

This matters most when a vehicle is being registered in a different country. The original owner may have misplaced the COC, the dealer may not have included it with the paperwork, or the receiving authority may ask for technical conformity evidence that is not available in the registration certificate.

First, check whether the car already has a COC

Look through the documents delivered by the seller or previous owner. A Certificate of Conformity is usually separate from the registration certificate, and it may have been stored with the original sales folder rather than in the glove compartment.

Ask the selling dealer whether it has retained a copy or can obtain the document through the manufacturer’s system. Do not confuse a registration card, technical inspection certificate or marketing specification sheet with a manufacturer-issued COC.

Is every used car eligible for a European COC?

No. Eligibility depends on the vehicle’s original approval and the records held by the manufacturer. Many passenger cars originally manufactured for the European market have relevant type approval, but some older vehicles, non-European-market imports and individually approved vehicles do not.

A model’s commercial name alone is not enough. Two seemingly identical cars may have different approval histories because they were manufactured for different destinations, with different equipment or under different production arrangements.

Significant modifications can also affect what conformity evidence is appropriate. A manufacturer’s original certificate relates to the approved vehicle as manufactured; it does not automatically certify later conversions.

Request a manufacturer-issued duplicate

Once eligibility is confirmed, request the appropriate replacement through the manufacturer or an authorised channel handling manufacturer-origin documentation. The service may ask for vehicle registration documents, identification details and proof that the requester has a legitimate reason to obtain the certificate.

A replacement may be supplied on paper or in an eligible digital form, depending on the issuer and service. Do not assume an ordinary PDF scan is equivalent to an official paper original. The relevant authority decides which format it accepts for your procedure.

There may be a charge for obtaining a duplicate. The EU framework distinguishes the certificate accompanying a vehicle when first issued from a replacement requested later. Fees and service arrangements therefore need to be checked for the particular manufacturer and vehicle.

How long does a used-car COC take?

Processing depends on the manufacturer, archive availability and whether the submitted information is complete and correct. Some requests can be handled relatively quickly, while others require additional review. Shipping a physical original also adds time after the document has been issued.

Avoid planning a registration appointment around an assumed delivery date. Check the actual estimate on the relevant product page and keep a margin for verification or additional documents.

What if the manufacturer cannot issue one?

A refusal does not necessarily mean the vehicle can never be registered. The destination authority may accept another technical identification document or may provide a route through individual approval.

For example, Spain recognises a ficha reducida in relevant registration procedures; Germany can accept other manufacturer data evidence or require a technical expert report; and France describes conformity-attestation and individual-approval routes for qualifying cases.

Those alternatives are not identical to a COC. Ask your registration office what is suitable before paying for a document that may not solve your particular situation.

Order the document your registration office actually needs

Before requesting a replacement, confirm the desired format, manufacturer, vehicle category and purpose. Be particularly careful when buying a converted vehicle or one originally supplied outside the EU.

At COC Market, you can find available manufacturers, review the ordering requirements and request a Certificate of Conformity for an eligible used vehicle.

The practical rule: establish eligibility first, select the correct form of certificate second, and only then plan the registration appointment.
